PKR Supreme Council Member cum PKR Sabah Secretary - Dr Roland Chia Ming Shen led a group of PKR party members to a Chinese New Year Walkabout in Lido Market and surrounding commercial shops.Dr. Roland Chia was seen distributing calendars and Chinese New Year card greetings to the public and also to the shop operators and hawkers. Accompanying the group was Mr. Simon Chan - the Chairman of Lido Hawkers Association (Persatuan Penjaja-Penjaja Lido- PERLIDO).

During the visit, Dr Roland Chia managed to hear the grouses of the operators of high costs of doing business due to escalating prices of goods and also the purchasing power of consumers this year which has dropped dramatically. Dr Roland Chia urged the authorities concern to remove the cabotage policy which has resulted in 30% increase of goods in Sabah which resulted in consumers pays more for buying less and much less profits to the operators. This does not augur well with this year 2012 - Chinese New Year Celebration. The festive mood has been severely affected .

PKR Sabah rejoices in the acquittal of DSAI

KUALA LUMPUR, Jan 9 — PKR SABAH rejoiced in the the High Court decision today in the acquittal of Datuk Seri Anwar Ibrahim for the charge of sodomising his former male aide Mohd Saiful Bukhari Azlan. This was disclosed by Dr Roland Chia Ming Shen – PKR Supreme Council member cum PKR Sabah Secretary who attended the court hearing with PKR Sabah & PKR Sarawak State Leaders.

Judge Mohd Zabidin Mohd Diah ruled that the prosecution had not done enough to prove Anwar had committed sodomy against Saiful.“The court could not rule 100 per cent that the DNA samples were not compromised. Without that, the court is reluctant to convict the accused based on the evidence of SP1. “Therefore the accused is acquitted,” he ruled to shouts of joy from Anwar’s supporters and family.Anwar’s family wept with joy as they all rushed to him.The public gallery inside the packed courtroom bursts into shouts of “Allahuakbar!”

According to Dr Roland Chia , this result proves that the SODOMY charges back in 1988 by the judiciary is flawed. The SODOMY 2 proves that the entire exercise was a political set-up to stop Dato Seri Anwar from contesting and leading.

The only way to reform the judiciary is for Pakatan Rakyat to takeover the federal government by winning the 13^th General Election.The High Court’s decision this time, ahead of the 13th general election, will likely give a boost to Pakatan Rakyat (PR) pact’s plans to take over Putrajaya. PKR Supreme Council Member cum PKR Sabah Secretary Dr. Roland Chia cried foul over the decision of MAS to suspend four international flights into Sabah from early next year.

PKR Sabah has received many complains over the last 24hours over this drastic decision especially from the tourism and service industry. This is a double blow to the recent announcements of cancellation of MAS flights from KL-Sandakan-KL which is already hurting the tourism and palm oil industry in Sandakan. Many players from the Tourism industry in Sabah have already lodged their displeasure on these announcements.

Sabah which is internationally famous for her ecotourism required all the air connectivity to sustain this industry which indirectly creates employment and economic spin offs to the local community in Sabah. Such cancellation will not augur well with leaping out Sabah out from the second poorest state in Malaysia. The tourism industry is the main export in terms of service oriented industry in Sabah.

The cancellation of flights from Osaka, Japan and Seoul Korea will also hamper the growth of golf tourism industry in Sabah which is directly linked to MICE - Meeting, Incentives, Conferences and Events groups. The MICE programme is a multimillion dollar service export oriented for Sabah.

We urged the Deputy Minister of Transport who is a Sabahan and the authorities concern to seriously look into these matters. Sabahans oil and gas has been piped away with only 5% royalty back to Sabah, the last thing we want is to see our income generated from tourism in Sabah to be siphoned away too. Please do not kill the golden goose that lays the golden eggs. This will not be a good Christmas gift to the people of Sabah.

PKR Sabah condemns flip-flop decision on disruption and resumption of BOEING aircrafts servicing Kota Kinabalu- Sabah.

Since the announcement by the BN government on the merger between MAS and AIRASIA back in August 2011, flight services to Sabah have been severely affected.

The victims are obviously our Sabahans , business investors and tourists who wished to trade and visit the state of Sabah especially those travelling to Sandakan. Dr Roland Chia – PKR Supreme Council Member and PKR Sabah Secretary disclosed today.

The recent 48-hour flip-flop decision on the discontinuation of the BOEING aircraft to service Kota Kinabalu/Sandakan routes does not augur well with the community in Sandakan. On 4^th December 2011, it was reported that MAS will discontinue using the Boeing aircraft . This was followed by a U-turn 48 hours later on the 6^th December 2011 on the resumption of the BOEING services to Sandakan.

Sandakan being the second largest town in Sabah – not only suffers from daily disruptions – NOW suffers from flights disruption. Sandakan can be prideful of having several VVIP that hails from that town and whose constituencies that some Ybs represent - i.e The present Tuan Yang Terutama – Governor of Sabah, the present Chief Minister of Sabah, the present Sabah MCA Liason Chief, the President of LDP who is also the MP for Sandakan, yet despite of their representation in Sabah, this flip-flop decisions happened. This shows that the BN government has no respect for their own Sabah BN leaders.

To further add salt into injury, the present Federal Deputy Minister of Transport Ministry is a Sabahan and the MCA Sabah Chief who has direct communication with the Minister of Transport – who is also the National MCA Secretary General.

PKR Sabah received many complaints from the travel & business industry with regards to these flip flop decisions, this does not augur well with noble intention of turning Sandakan into a educational hub , a tourism hub –where the Sepilok –Orang Utan sanctuary is sited and also the Research centre and the headquarters of the Department of Sabah Forestry. This does not augur well with the slogan Rakyat Diutamakan Pencapaian Didahulukan. Mengikut Laporan Ketua Audit Negara Tahun 2010, Majlis Daerah Penampang adalah satu-satunya di antara 20 majlis daerah di Sabah yang mempunyai deficit yang terbesar iaitu sebanyak RM6.15 juta. Hasil cukai dan pendapatan yang diterima adalah RM18.17 juta manakala perbelajaan adalah RM24.32 juta.

Biarpun MDPenampang mencatat pengutan hasil yang tinggi, iaitu tahun 2008 –RM8.82 juta dan tahun 2009 – RM10.10 juta, namun kos perbelanjaannya amat tinggi. Perbelanjaan begitu tinggi adalah semacam tabiat BN –UMNO yang memboroskan wang –duit hasil titik peluh rakyat.

The frequent fire outbreak in year end does not augur well with the year end season holidays. Victims are made to suffer from total lost of properties. Close to 100 homes were lost in Tanjung Aru last week and now two homes were gutted in Kapayan.

Dr Roland Chia – PKR Sabah secretary revealed this while visiting and presented aid to the victim and his family whose house in Kg Ganang , Kapayan was totally lost& damaged yesterday after the fire gutted the house. The incident was thought to have happened at 730am on Thursday morning. Thank God no lives were lost.

Fail to Plan – is Plan to Fail. There should be preventive measures done instead of reactionary measures. This is to avoid any lost of lives and lost of home. Now the victim has to raise funds to rebuild his home whose meagre salary could just make ends meet for himself and the family.

According to the victims and families of the two homes, they are still in trauma and shock over what has happened to their homes. They have been complaining to the authorities concerning dangerous live wires from the power sources outside their homes for almost 3 months. Occasionally, there were sparks occurred but their complaints ended up in deaf ears. Now they have to put up in the nearby balairaya for refuge and shelter. Nearby villagers gave an account whereby the BOMBA had to rely on longkang/drain water to put off the fire as there was no proper fire hydrants installed in the kampongs.

Dr Roland Chia urged the authorities concern to start surveying potential areas that are prone to fire outbreaks and implement preventive measure immediately.

PKR Supreme Council member cum PKR Sabah Secretary Dr Roland Chia is deeply sad and angry with the failure of computer lab projects in Sabah. It is a “failure” because only two of the 300 labs were ready in December 2010.

According to the 2010 Auditor-General’s Report. One of the schools that was singled out was out Sekolah Kebangsaan Kepayan, Penampang which is in the vicinity of the capital city

He singled this out while attending as the guest for a PKR wanita dinner function that was held in Putera Ballroom on the 28 October 2011 which was also graced by Yb Zuraida kamarudin , National Wanita Chief and also Member of Parliament of Ampang. In attendance was also Pn Christina Liew – KK Division Chairlady. The organizing chairladies were Pn Winnie Juani & Pn Edith Poigi.

The auditor report also said that the stock of ICT equipment untouched for three years. “The equipment was found in the original packaging and was not disbursed because 99.3% of the computer labs were incomplete,” In addition – it was mentioned that “A portion of these labs are also suffering damages from termite infestation,” it said.

Accordingly to Auditor General’s report, the RM160.74 million project in Sabah for building and equipping 300 computer labs for primary and secondary schools has failed miserably. Only 2 computer labs have been completed and handed over to the Ministry of Education. . “This is despite a six-month extension and after RM98.9 million (86%) of the RM113.73 million was spent on the construction cost,” the report said. The project was purportedly awarded to TimeCom Holdings Sdn Bhd and is supposed to last for 18 months from Oct 31, 2006 to Apr 30, 2008. After prolonged delays, only 2 of the labs were completed as of 2010 with the others in various stages of construction. “This failure to meet the deadline has resulted in the Education Ministry incurring RM3.17 million in liquidated and ascertained damages for the period between Nov 1, 2008 and May 11, 2009. However, the ministry has terminated this contract in March 2010.” The audit report stated that the hiring of an untrustworthy contractor had prevented Sabah from implementing the teaching and learning of information and communication technology (ICT) in its schools.

With regards to implementation of ICT in rural schools, Dr Roland Chia has received numerous complaints from the PKR divisions that most of the computer labs were non functioning as there were facing difficulties in electricity connection from the Sabah Eletricity Sdn Bhd authorities. In addition to that, the labs were rendered useless, as many of these rural students struggled even to go to schools due to high transportation cost – who lived more than 20km from the nearest schools. This definitely does not augur well with the 1-Malaysia concept of Rakyat Didahulukan Pencapaian Diutamakan.

Gross Negligence in Solving Illegal Crossings Resulted in Accident.

PKR Supreme Council member - Dr Roland Chia Ming Shen was on site to inspect the scene, expressed concern over the incident that took place which resulted in the collision between a Sabah Railway train and a fuel tanker yesterday in Kapayan which is in the vicinity of the city.

This incident revealed gross negligece by the part of the relevant authorities in handling of the long standing decade long issues of illegal crossings & private crossings along the railway track from Tanjong Aru all the way up to Tenom. It was claimed that there are hundreds if not thousands of such crossings.

However Dr Roland Chia was relieved that there were no fatalities apart from the reported 12 injuries and wished them rapid recovery. PKR urged the relevant authorities to come up with immediate solutions & answers so that no more lives will perish and also no more lives will be injured which will result in anguish and pain to the families affected.

This accident has also caused a huge explosion at Jalan Kepayan-Jalan Lintas junction near the Kota Kinabalu international airport here which resulted in massive traffic jam and delayed in commuters and car travelers going back home.

This is the second incident that involved the only railway services in Sabah. The earlier was an incident in 2008 in Tenom that rendered 2 fatalities and many injured when the train jumped the tracks and plunged into the Padas river.

Dr Roland Chia urged the government to come out with answers/solutions to the perennial problems as a result of this incident.

1. A Sabah Railways spokesman described the crossing as illegal. Many residents that lived along the railway tracks from Tanjong Aru right up to tenom claimed that there are hundreds if not thousands of such illegal crossings. But the government is silent in solving this long standing problems that has been decades long . If this is a illegal crossing- why there was no concerted effort to resolve this illegal crossings? Ie consultation with residents and commercial owners concern?

2. Why weren’t there any automatic gates at major level crossings being put up especially where one involves a petrol station that is near the vicinity?

3. Aren't there supposed to be crossing barriers with alarm sound constructed at every crossing junctions to warn vehicle drivers of oncoming trains? So who's at fault now? There were even claims that some of these thousands and thousands of ringgits at major level crossings are not functioning.

Now the so called delayed tax payers money of RM400 Million railway upgrade project awarded back in 2006 that was scheduled to be completed in 2008 followed by another delay of 18months – which was only commissioned early this year has gone down the drain.

PKR Sabah identifies polls candidates

KOTA KINABALU: The Sabah Parti Keadilan Rakyat (PKR) candidates for the election are mostly young, professionals and educated.

Disclosing this at a press conference yesterday PKR deputy president Azmin Ali, said that the names of the candidates that have been identified at the divisional level have been submitted to the state and central leadership.

“However, even though PKR is highlighting young candidates, it is important to balance the selection process as the support from the grassroots must be taken into account,” he said.

Azmin was heading an 8-member delegation from the central leadership for the PKR Sabah general election meeting which was attended by election machinery representatives from 16 divisions.

During the meeting, Azmin briefed on the distribution of seats among Pakatan Rakyat (PR) members namely PKR, PAS and DAP which is in its final stage.

“Most of the parliamentary seats have been sorted out and the PR leadership will identify the candidates in the near future so that they will be able to focus on the next general election.

“The discussion among PR component parties will also include SAPP (Sabah Progressive Party) as mutual partner. I am optimistic that we will be able to finalise the process amicably and for PKR to take the lead in the next general election,” he added.

Azmin also said that PKR will be appointing two more central supreme council members from Sabah which will be announced by PKR President Datuk Seri Dr Wan Azizah Wan Ismail in early November.

Is Najib’s going green just lip service?

Najib's budget has no meaningful incentives to promote and develop green technology in Malaysia, says a green advocate.

KOTA KINABALU: A disappointing Budget 2012 has left green technology enthusiasts in Sabah wondering if Prime Minister Najib Tun Razak is truly interested in promoting and developing green technology.

Najib’s decision earlier this year to call off the construction of a proposed coal-fired power plant in Sabah following a widespread public outcry over its effects had given hope that his administration would be more receptive to green technology.

But last Friday’s Budget 2012 announcement has now left them casting doubts on his commitment.

According to Sabah PKR secretary Dr Roland Chia, who is also a greenie, the federal government has failed to take a pragmatic approach to developing the potential of green technology.

He said there has been little development in this area since Najib declared his vision of turning Putrajaya and Cyberjaya into green technology centres.

“All we have is the offer of RM1.5 billion in soft loans for green technology companies and a pledge to reduce Malaysia’s carbon footprint by 40 percent by 2025.

“But since then, there has been no further development in this area.

“What we had was the recently organised massive Green Technology exhibition in September called IGEM hosted by the Energy, Green Technology and Water Ministry,” he said.

Chia said it was crucial that the country took a pro-active stand in championing the development of green technology and wooing investors to the industry.

“It is crucial that we develop green technology so that the country will have options once fossil fuel gets depleted.

“I just hope that all this talk about green technology is not just mere lip service to the environment,” Chia added.

No incentives

Najib, when attending the 2009 Copenhagen climate change summit, had boldly declared that “Malaysia is adopting an indicator of a voluntary reduction of up to 40 percent in terms of emissions intensity of GDP (gross domestic product) by the year 2020 compared to 2005 levels”.

At the time, he said the National Green Technology Centre had been tasked with formulating a green technology development action plan which would “set standards and promote green technology”.

But in an immediate reaction to Najib’s 2009 declaration, the Centre for Environment, Technology and Development Malaysia (Cetdem) director Gurmit Singh had reportedly said that there was “no way” this was achievable.

“No way can we attain this level of reduction by 2020 and Malaysia definitely cannot commit itself to such a claim,” he had said.

Yesterday, Chia in a statement said the Budget 2012 offered no real incentives to encourage householders or small and medium-sized enterprises (SMEs) to go green.

“The budget does not offer incentives to households and SMEs to install solar panels to harness energy for their daily consumption.

“This will help the country’s bid to reduce carbon footprint by 40 percent by 2025 against the backdrop of increasing electricity tariffs.

“How can the prime minister hope to achieve reduction of carbon footprint without the support of householders and SMEs?” he asked.

Najib ‘misguided’ on Sabah’s needs

KOTA KINABALU: Accessibility to a decent secondary education is still a perennial problem in Sabah and the Budget 2012 has given little consideration to this fact, according to Sabah opposition PKR.

Lamenting over Prime Minister Najib Tun Razak’s ‘misguided and wasterful’ 2012 budget, Sabah PKR secretary Dr Roland Chia said the whole budget had not taken into consideration the real needs of Sabah.

“Of what use is waiving school fees and handing out book vouchers for rural students in Sabah if students in the rural poor have to travel or walk 20-30 kilometers just to get to the nearest school.

“The government should provide community buses to solve these problems instead. Transportation is a huge cost in Sabah. It is a problem even in urban areas where taxi fares remained as one of the highest in the country.

“Both taxi drivers and car owners complain of unavailability of NGV (liquid petroleum) facilities for both taxis and private vehicles users,” Chia said.

He is also lambasted the plan for more mega development projects in already ‘heavily’ developed Peninsular Malaysia.

“What was extremely disappointing is the announcement of more mega projects such as the Coastal Highway JB-Nusa and the Taiping Heritage Tourism Project at a cost of RM978 million.

“What is the need for such projects which would certainly go into cost over-runs when Sabah is in dire need of basic infrastructure.

“There is still a big vacuum in the basic infrastructure facilities in Sabah…we don’t even have proper roads and utilities.

“There is also a big economic gap between the urban middle class and the rural poor in Sabah. There are not enough planned measures in terms of poverty eradication and closing the gap between the rural and urban population.

“The government needs to spell out how is the RM5 billion going to address the perennial poverty in Sabah,” he said alluding to the fact that Sabah is the second poorest state in Malaysia despite it being the fourth largest producer of oil and gas in the country.

On the road to bankruptcy

Chia was commenting on Najib’s, who is also finance minister, announcement of an unprecedented RM232.8 billion national budget for 2012 last Friday.

The ‘feel good’ budget however is worrying Chia.

“RM232 billion is a lot of money, especially when we are looking at a 9.4% rise in expenditure and this contradicts the statement that the rise of expenditure will reduce the country’s deficit of 4.7% from 5.4% of GDP.

“How this is going to be achieved is yet to be seen,” Chia said.

Meanwhile the sheer size of the budget has also drawn flak from other opposition groups, with Sarawak DAP declaring that the ruling Barisan Nasional government had ignored the state despite its rural areas being touted as the coalition’s ‘fixed deposit’.

Said Sarawak DAP secretary Chong Chieng Jen: “For the past 14 years, the nation has (accumulated) a total deficit amounting to more than RM436 billion.

“The next year’s budget has lot of goodies. We expect to incur RM45 billion deficit, and if you add this, our deficit will easily come to RM500 billion.

“This will be more than 50% of GDP (Gross Domestic Product). We are heading towards the same direction as Greece.

“Greece went bankrupt when its deficits reached 67% of its GDP.”

KUALA LUMPUR: KEADILAN Sabah menyambut saranan pimpinan Pakatan Rakyat Pusat sebagaimana ditegaskan pada ucapan mereka pada konvensyen Pakatan Rakyat Sabah 16 September lalu, kata Setiausaha Majlis Pimpinan Negeri, Dr Roland Chia Ming Shen.

Roland mengulas gesaan Presiden KEADILAN, Datuk Seri Dr Wan Azizah Wan Ismail, Penasihat DAP, Lim Kit Siang dan Timbalan Presiden PAS, Mohd Sabu supaya Pakatan bekerja lebih keras untuk memastikan pentadbiran di Putrajaya.

“KEADILAN negeri menyambut baik setiap cabaran itu dan kita akan memastikan setiap jentera ketiga-tiga komponen parti akan lebih bekerja keras selepas ini.

“Kita juga memastikan setiap program diperingkat Cabang dan ranting mesti dihadiri setiap komponen Pakatan dari ketiga-tiga parti selain memastikan keputusan penting Pakatan tidak didedah kepada media yang mengundang manipulasi dari pihak lawan,” katanya dihubungi Keadilandaily.com hari ini.

Wan Azizah pada ucapannya di konvensyen itu, Jumaat lalu menggesa anggota dan pimpinan Pakatan Sabah mendedahkan lebih banyak lagi penyelewengan pentadbiran Umno BN Negeri.

Ini kerana kata Azizah, isu rakyat terlalu banyak di Sabah, namun kurang didedah Pakatan di media dan dalam ceramah bersama rakyat.

Manakala Mohd Sabu menggesa jentera Pakatan negeri menggiatkan penerangannya mengenai rasuah di kawasan pedalaman di negeri itu.

Bagi Mohd Sabu, isu rasuah lebih banyak buruknya terhadap luar bandar yang majoritinya masih miskin, berbanding pengundi bandar yang lebih celik maklumat mengenainya.

Sementara Kit Siang mahu rakyat Sabah memastikan setiap undi mereka samada diperingkat Dewan Undangan Negeri (DUN) dan Parlimen hanya untuk calon Pakatan Rakyat.

Kit Siang menegaskan, walaupun rakyat Sabah pernah menukar kerajaan sebanyak empat kali, namun kehidupan rakyat masih sama kerana kebanyakan keputusan melibatkan rakyat berada di bawah bidang kuasa kerajaan persekutuan.

Konvensyen Pakatan Sabah pertama kali diadakan pada hari itu berjaya menarik kehadiran kira-kira 2,000 rakyat pelbagai kaum di negeri itu.

Turut hadir, golongan profesional, Pertubuhan Bukan Kerajaan (NGO), pimpinan, pendokong, pengikut, penyokong dan anggota Pakatan Rakyat Sabah dari KEADILAN, PAS dan DAP dari seluruh daerah di negeri itu.

BN Sabah digesa henti penjualan pulau serta-merta

SABAH: KEADILAN mendesak kerajaan Barisan Nasional di Sabah menghentikan penjualan pulau-pulaunya serta-merta, kata Ahli Majlis Pimpinan Pusat (MPP), parti itu, Dr Roland Chia Ming Shen.

Beliau yang juga Setiausaha Majlis Pimpinan Negeri (MPN) menegaskan, penjualan itu mengundang ancaman keselamatan di negara ini.

“Kita mendesak kerajaan Sabah umumkan siapa pemilik pulau-pulau itu dan mungkinkah ia diberi kepada kroni,”

“Kedua, kita juga menuntut kerajaan negeri dedahkan sejak bila pemilik tanah memiliki geran dan atas tujuan apa penjualan pulau itu dibuat,” katanya dihubungi Keadilandaily.com hari ini.

Roland bimbang jika penjualan itu tidak dihentikan, ia bakal mengundang ancaman pengganas.

“Dalam keadaan pulau tidak dijual pun, rakyat kita diculik seperti yang kerap berlaku di Semporna, inikan pula jika pulau-pulau kita dijual,” tegas beliau.

Beliau mengulas kemarahan rakyat Sabah berhubung penjualan pulau Mengalum, Pandanan dan Montukod yang dijual menerusi pusat pasaran talian terus berpangkalan di Toronto, Kanada.

Pulau Mengalum terletak di luar pantai Kota Kinabalu seluas 101 hektar, dijual kepada umum pada harga AS$18 juta.

Pulau Pandanan berdekatan Semporna (empat hektar) pula dilapor dijual pada harga AS$2 juta dan Pulau Montukod, kira-kira satu kilometer di luar Kinarut (kira-kira tujuh hektar) dijual dengan harga AS$11.266 juta.

Kelmarin, Pengarah Jabatan Tanah dan Ukur negeri, Datuk Osman Jamal memberitahu, penjualan pulau itu boleh dilakukan kreana ia ‘milik persendirian’.

Sementara itu Datuk Seri Musa Aman selaku Ketua Menteri kekal membisu walaupun penjualan tiga pulau Sabah itu sudah lama diperkatakan di internet.

Sebelum ini, Pensyarah Undang-Undang Universiti Malaysia Sabah (UMS), Marja Azlima Omar menasihatkan kerajaan Sabah segera menamakan 250 pulau di negeri itu.

Ini kerana Marja bimbang pulau-pulau itu berdepan tuntutan negara jiran seperti berlaku dalam kes pulau Batu Putih.

Lebih 500 pulau wujud di Sabah dengan separuh daripadanya tidak mempunyai nama termasuk 55 di Tawau, daerah yang bersempadan dengan Indonesia.

PKR Supreme Council Member cum PKR Sabah Secretary – Dr Roland Chia urged the relevant authorities concerned not to be complacent in eradicating the dengue fever especially closer collaboration needed between the local councils and the public health department.

He was commenting this matter when received alarming calls from angry residents of Taman Delima & Kg Nosoob , Kapayan , Penampang over the clogged drains and stagnation of pooled water along all the drains in the areas. These clogged areas are haven for the aedes mosquito to breed lavishly. The sites were very disgusting and unhygienic according to the angry residents.

Dr Roland Chia urged for vigilant supervision to be conducted statewide – or else there will be a potential dengue outbreak in Sabah and not only in Penampang.

Despite the assurance of the recent report by the Director-General of Health Datuk Dr. Hasan Abdul Rahman with regards to the number of dengue cases and related deaths between January and Aug 13 saw a drastic drop compared to the corresponding period last year is most welcoming, ie 12,735 cases were reported this year, down by 58 per cent from the 30,455 last year. 21 deaths were also reported this year, 78 per cent lower than the 95 recorded last year BUT the fact 10 out of the 14 states recorded a rise in the number of cases, with 12 in Selangor, 10 in Kedah, eight in Terengganu, two each in Melaka and Perak and one each in Perlis, Sabah, Pahang, Penang and the federal territories of Kuala Lumpur and Putrajaya. Sabah is not spared either to see an increase of death.

Dengue fever is an infectious tropical disease caused by the dengue virus. Symptoms include fever, headache, muscle and joint pains, and a characteristic skin rash that is similar to measles. In a small proportion of cases the disease develops into the life-threatening dengue hemorrhagic fever, resulting in bleeding, low levels of blood platelets and blood plasma leakage, or into dengue shock syndrome, where dangerously low blood pressure occurs.

Dengue is transmitted by several species of mosquito within the genus Aedes, principally A. aegypti.

100-year-old voters still not verified

The Sabah Election Commission has yet to finish verifying the 'active' status of centenarian voters.

KOTA KINABALU: The Sabah Election Commission (EC) has been urged to verify quickly the “active” status of voters who are over 100 years old.

Currently, there are 3,711 registered voters who are over 100 years old in Sabah.

Opposition PKR wants the state EC to give a “definitive dateline” as to how fast they can ascertain the “active” status of these centenarians.

State PKR secretary Dr Roland Chia said the EC cannot take its time on the issue and offer mere lip service.

“During the Batu Sapi by-election in October 2010, the number of centenarians was 156. But now it is 170.

“One year has lapsed and still the EC has not taken any action.

“The EC should not be just paying lip service. It should set a dateline to verify the status of these voters,” he said.

Not a good excuse

According to Chia, seven “top” parliamentary areas in Sabah had more than 100 centenarians on their electoral list.

Tawau has 264 while Kudat and Kota Kinabalu had 246 and 231 voters respectively who were over 100 years old.

Other areas were in Silam (224), Semporna (221), Tuaran (203) and Sandakan (198).

“The remaining 2,124 centenarian voters are registered in the remaining 18 parliamentary areas in Sabah,” Chia said.

He also chastised the state EC for coming up with excuses to delay the verification of their status.

“We are not asking the EC to strike out (their names) overnight. But since September 2010, the Batu Sapi electoral roll has yet to be verified and corrected.

He added that the EC officials claimed that they could not rectify the matter unless family members of the centenarians came forward.

“This is not a good excuse for delaying it,” he said.

SABAH: KEADILAN Sabah mendesak Suruhanjaya Pilihan Raya (SPR) memberi tarikh akhir mengenai pengesahan status pengundi melebihi 100 tahun di negeri itu.

Ini kerana kata Setiausaha Majlis Pimpinan Negeri (MPN), Dr Roland Chia Ming Shen, wujud pertambahan pengundi berkenaan di negeri itu yang mencecah hampir 4,000 pengundi.

“Sebagai contoh, pengundi melebihi 100 tahun semasa Pilihan Raya Kecil (PRK) Batu Sapi tahun lalu hanya 156 orang.

“Namun, penemuan KEADILAN yang terbaru mendapati jumlahnya melonjak 170 pengundi,” katanya dalam satu kenyataan.

Pada PRK Batu Sapi 2010, KEADILAN tewas dalam saingan tiga penjuru berdepan BN dan Parti Maju Sabah (SAPP) dengan majoriti 6,359.

Menurut Roland, peningkatan pengundi melebihi 100 tahun itu dibimbangi merupakan ‘pengundi hantu’ yang kerap menjadi ‘simpanan tetap BN’ dalam pilihan raya.

Selain itu, katanya terdapat tujuh lagi Parlimen yang memiliki pengundi melebihi 100 tahun iaitu Parlimen Sandakan seramai 198 orang, Tuaran (203), Semporna (221), Silam (224), Kota Kinabalu (231), Kudat (246) dan Tawau (264).

“Manakala 18 Parlimen lain turut memiliki pengundi melebihi 100 tahun berjumlah 2,124 orang,” katanya.

Secara keseluruhan katanya, hampir 4,000 pengundi berusia melebihi 100 tahun wujud dalam daftar pemilih SPR di negeri itu.

“Buat masa ini, hanya itu jumlah yang berjaya kita kesan melalui sistem SPR dan kita bimbang jumlah itu mungkin lebih besar kerana pentadbiran Datuk Seri Najib Razak akan buat apa sahaja untuk menang dalam pilihan raya.

“Ini terbukti dengan ucapannya yang akan mempertahankan Putrajaya dengan apa cara sekalipun,” katanya.

Sehubungan itu, beliau mendesak SPR segera menjelaskan isu itu kerana Pilihan Raya Umum (PRU) bakal diadakan bila-bila masa dari sekarang.

Pada 5 September lalu, Pengerusi SPR Sabah, Datuk Md Idrus Ismail berkata, jika PRU diadakan November, hanya pengundi yang berdaftar sehingga September tahun ini sahaja yang layak untuk mengundi.

It has been 18 months ago since the DBKK Market in 88 Market Place was highlighted. So far there was nosign of any business activities in the wet market. PKR Supreme Council cum PKR SABAH Dr Roland Chia whilst receiving many complains from the hawkers and small traders.

Many small traders and hawkers are keen to set up stalls at the new market , BUT many are still being kicked around like a ball as to the status of the wet market.

Many complainants mainly hawkers and small traders raised questions as to the seriousness of the local authority of setting up another wet market- which is in tandem with the growing population in the highly densed development along Penampang Pintas Highway.

Many of the shoplot owners are also keen to see the wet market operational there with the same concept of a wet market in Singapore whereby there is a close corporation between hawkers and supermarkets.

Many investors actually bought the units because in the development plan – there was a DBKK Market. The additional wet market is for the convenience of the people.

Sabah getting raw deal from Petronas

The oil giant gets a major portion of its wealth from Sabah oil and gas reserves but despite this the state remains one of the poorest in the country.

KOTA KINABALU: Petronas,which gets a major portion of their wealth from Sabah, was taken to task for spending on luxury projects such as the Sepang F1 racing circuit and a ’5-star’ hospital for the rich .

PKR Sabah secretary Dr Roland Chia said Petronas gets a major portion of its wealth from Sabah,but it is spending money millions on lavish projects in the Peninsula while Sabah is right at the bottom in the country’s poverty index.

Chia said Petronas had neglected its corporate social responsibility (CSR) to Sabah and has instead indulged in unnecessary projects.

He said Petronas should be using its billions of ringgit following the oil price hike for more meaningful causes, rather than sponsoring sports cars to participate in the F1 Circuit, or continue to finance the accumulated losses incurred by the Prince Court Medical Centre (PCMC) in Kuala Lumpur.

Sabah, the largest gas producer and the fourth largest crude oil producer in the country, has been short – changed and many feel Petronas should do more for the state.

“I urge Petronas to channel their CSR funds for more meaningful causes rather than building a half-a-billion ringgit elite hospital in Kuala Lumpur and continuing to finance the Prince Court Medical Centre.

“The money can be used by sponsoring community buses for rural school children who needed to walk for 10-20 km to reach their schools in Sabah and Sarawak,” he said.

Critics have complained that Petronas spent RM544 million on PCMC and this contrasts with the RM47 million the company spent over the last 36 years from 1975 to 2011 on its Education Sponsorship Programme (PESP) in Sabah, which works out to RM1.3 million a year.

“This is utterly ridiculous. Sabahans are living in poverty … their poverty index is among the highest in the country and Petronas under the BN government has got their priorities absolutely wrong.”

On losses incurred by PCMC, Chia noted that in its most recent annual financial report ended April 2010, the hospital, wholly owned by Petronas, suffered a net loss of RM451 million on the back of a RM82 million revenue.

According to records, the luxury healthcare facility had liabilities and current liabilities of RM749.4 million while its reserves were RM178.3 million.

The hospital which was launched in 2007, made a loss of RM203 million on revenue of RM24 million in 2009 to put its accumulated losses over the two years at RM654 million.

Confirming the construction cost during a question-and-answer session in Parliament, in 2008, Minister in the Prime Minister’s Department, Amirsham A Aziz, said the facility was established after the oil company had weighed its commercial returns and the access it provided Malaysians to world-class health services.

He said it was part of Petronas’ corporate social responsibility.

“What nonsense are they talking about?” asked Chia.

He said Petronas could better serve the people by building charitable hospitals similar to the Lam Wah Ee Hospital in Penang or the Tung Shin Hospital in Kuala Lumpur to better serve the rakyat of Malaysia.

“I urge the Board of Directors to waste no time and start planning to build a charitable hospital in Sabah immediately,” he said.

Chia, who is also a PKR supreme council member, singled out Petronas executive vice presidents George Ratilal, Mohammed Azhar Osman Khairuddin and Anuar Ahmad for failing in their duties.

He said that as directors on the board they are earning salaries in millions of ringgit and should resign.

Calls for Overhead bridge in Kg Nosoob Baru Unheeded. Traders in the newly opened Food Bazaar Stalls in Kg Nosoob Baru, Kepayan along Jalan penampang urged the local authorities to give them due recognition as a tourist cum food stall destination.

This will definitely allow generation of business & economic activities within the vicinity of Kg Nosoob Baru, Kepayan, Penampang. Many of the local youths there are still unemployed.

Dr Roland Chia commended the entrepreneur spirit of the Kg Nosoob Baru villagers in opening stalls in the open space of Kg Nosoob Baru next to the Rukun Tetangga Area.

Another issue that arisen was the need to build a over-head pedestrian bridge from SK Bahang & SMK Bahang to the Penampang Baru Commercial Centre. Many of such calls was unheeded , this bridge is vital in reducing road accident fatalities in the area especially when the traffic is at its peak during school hours. Dr Roland Chia lamented.

Traders and Business Operators in 88 Market Place, Kepayan are crying foul over the absence of public transportation in the area.

88 Market Place is a strategic commercial area along the main Penampang Pintas Highway which is sited in the middle of a hugely densed residential population of Sri Kepayan & Austral Park. Yet there are no public transportation available. This area is as dense as any development along Jalan Penampang.

Sources also mentioned that there will be two colleges to be opened in the 88 Market Place which will make the area even more densely populated

To add salt into injury, business operators have difficulties of getting manpower/staff to work in the area due to the absence of proper public transportation.

Many complainants claimed that they had advertised in the major newspapers for many weeks, and the response was very poor. Many aspiring candidates voiced the inability to get public transport to 88 market place –is the main reason for turning down the job vacancies.

PKR Supreme Council member cum PKR Sabah Secretary Dr Roland Chia Ming Shen urged the relevant authorities mainly the Commercial Vehicle Licensing Board to resolve the matter immediately. It is purely simple logic that any major road developments within the cities must be accompanied by proper public transportation system.

THE SEVERE deformation of road conditions arising from the construction of trunk sewer pipelines and manholes along the stretch of (a) Penampang By Pass – Jalan Pintas linking Kota Kinabalu to Donggongon (b) Jalan Lintas, linking the Kota Kinabalu International Airport and the Junction of Jalan Tuaran/Jalan Lintas, has been a sore point of much inconvenience and real concern to many road users.

Besides safety risks to motorists and pedestrians alike, the severe disruption to traffic flow without adequate diversion management and alternative provision, have also caused much stress and loss of productivity to many road users and transporters.

The much deformed Jalan Pintas and Jalan Lintas will need a major rectification work. As the sewerage project is already costing the tax payers some RM 100 million, who will be forking out again to repair the deformed dual carriageway, an unnecessary exercise which could have been avoided in the first place.

Many unhappy road user from Kg. Nosoob, Kg Ganang & Kg Gunsing in Kepayan were concerned the way the laying of sewerage pipes by the contractors. Substantial amount of longitudinal cracks are visible along the highway, with unacceptable subsidence and deformation along it.

To make matters worse, the road user even went to the site to look for the engineers, with a very bewildering feedback: ‘Tak Ada Engineer Turun’.

How do we expect Jalan Lintas not deforming and the traffic flow disruption minimized when there is no or inadequate supervision on site. How do we not expect poor workmanship and poor quality of construction work and unacceptable traffic flow management when on site supervision from all parties involved in the sewerage contract is ‘tidak turun padang bah’ instead of regular basis daily.

Dr Roland Chia who is also PKR Supreme Council member, whilst receiving these complains urged the relevant authorities to ensure proper supervision by their consultants and the contractors undertaking all public works projects, including the sewerage projects mentioned above. The tax payers’ money should be well-spent and not on bailing out shoddy and unprofessional works

PKR Supreme Council Member cum PKR SABAH State Secretary Dr. Roland Chia Ming Shen is very concern with the high mortality rate deaths involving children under five years of age in Sabah for two years in a row. Instead of a decreasing trend, it is increasing instead. There must be a flaw in the system in addressing this problem.

In 2010,The mortality rate for children under five years of age in Sabah was 9.8 per 1,000 live births, or 525 deaths last year. 1% higher than 2009.

In 2009 , Sabah recorded infant mortality rate of 8.8 per 1,000 live births last year, equivalent to 471 infant deaths. An increase of from 2009 to 2010.

To add salt into injuries, this is still higher than the national average of 6.2 per cent per 1,000 live births in 2008.

In 2000, the Millennium Summit in New York had brought together 189 nations to deliberate on how to improve the future humanity.

The result was the United Nations Millennium Declaration, which established the eight Millennium Development Goals (MDG) to be achieved by the year 2015.

Out of the eight MDGs, MDG 4 is aimed at reducing the mortality rate of children under five by two-thirds by the year 2015 compared to 1990.

“To achieve the MDG target by 2015, we must achieve a (infant mortality) rate of 4.4 per 1,000 live births,” as reported by the Director General of Health, Malaysia.

Dr Roland Chia wishes to know what are the immediate steps that will be taken by the Ministry of Health concern to address this acute problem. This problem should not arise since Sabah has the 1^st Womens’ and Child Hospital in the country in Likas and a medical school in UMS to conduct in depth research and immediate remedial efforts to solve this problem.

The Rakyat wants answers and solutions and not problems and grim statistics like this. The Core business of the government is to administer the state for the betterment of the welfare of the rakyat.

PKR Supreme Council Member cum PKR Sabah Secretary, Dr Roland Chia Ming Shen is very disappointed with the total amount contributed by Petronas in the Petronas Education Sponsorship Programme (PESP) on the people of Sabah.

A mere spending of RM47 million from 1975 to 2011 (over a period of 36 years i.e RM1.3 Million a year) is a total humiliation to the rakyat of Sabah; given that the billions of revenue that Sabah has contributed to the coffers of PETRONAS over the last 36 years.

PKR SABAH insists that PETRONAS revealed the total amount in value of scholarships/sponsorship programmes given to Malaysians and what is the proportion given to Sabahans. Sabah being the the top three state producing oil and gas in the country.

On the other hand, PKR Sabah has got the priorities right for the rakyat that in the 1st 100 days when PR comes into power as stated in Buku Jingga Sabah.

a. RM1 Billion to be set aside as Sabah Heritage Fund - to assist the poor whose income is less than RM1,500.

b. RM1 Billion to be set aside for formation of PetroSabah to capitulate this Sabahan company into an International conglomerate in providing jobs opportunity for Sabahans and attract back the brain drain of Sabahans back to Sabah.

PESP which was started in 1975; a sponsorship programme to provide educational opportunities to deserving students, to help realize their academic potential. It seeks to develop a pool of professionals to meet Petronas Manpower and business growth needs.

To add salt into injury, Petronas had declared that it will spend RM50 billion to RM55 billion a year within the next five years for the replacement of its ageing assets in order to maintain sustainable growth going forward; as reported in their recent announcement of their pretax profit ended December 31, 2010.

This is utterly ridiculous without taking onto consideration of the plight of the rakyat especially Sabahans whose poverty rate in the 2nd highest in the country, Malaysia.

Petronas under the BN government has absolutely got their priorities wrong, that will only benefits certain individuals and not the rakyat as a whole. Petronas can spend billions in investing in F1 Circuit and sponsors fast cars to participate in F1 Circuit, and yet fail to fulfill their corporate social responsibility (CSR) to the very own home country that contributed to their wealth.

Sabah being the largest gas producer and the fourth largest crude oil producer state in the country, never reaped the benefits from this GLC instead being robbed of the very resources to the core.

In addition, Petronas in its CSR effort should invest in free community buses (transportation) to the rural school kids in Sabah & Sarawak for many of them who at times had to walk 10- 20 kms to reach the nearest primary and secondary school, thus depriving them of the basic availability of a decent education.

When he allowed his forces to brutally attack thousands of peaceful marchers, who were calling for an end to corrupt practices over the weekend, Najib must surely have taken into account the effect on his international image?

Millions of dollars worth of expensive PR, positioned press and TV interviews have been swept aside by scenes that show exactly how BN have kept power in Malaysia for over 50 years, achieving their current status as one of the world’s longest-lasting regimes.

Genuine democratic governments do not attack peaceful marchers with acid-laced water cannon and tear gas. They do not unleash police charges; firing rubber bullets and lashing out with whips and truncheons. Their forces do not push peaceful women and hurl insults at them or arrest people for wearing yellow T-shirts.

Najib was determined to show his people that he is boss and that he does not appreciate complaints about rigged elections. However, in the process he also showed the rest of the world that he is just another nasty dictator like the Middle Eastern fellows, who are currently being shown the door by their own people and like Marcos and Suharto, who have already been chucked out by Malaysia’s neighbouring powers of Indonesia and the Philippines.

Embarrassing guest

It has made Najib an embarrassing guest for the British PM and Queen this week. Their briefing teams will have made them well aware of the issues – that BN have been in power for a very suspiciously long time and that people who have been criticising them have ended up beaten in the street and locked in jail without charge and without access to their lawyers under so-called Emergency Orders.

Morever, that in Malaysia people are being hauled into detention for wearing the colour yellow and people making polite requests to end electoral corruption are being treated as enemies of the state.

It was bad enough having Rupert Murdoch turn up in the middle of the biggest scandal in years over media corruption, but entertaining Najib must have been even more uncomfortable.

Flash demos

And, as our pictures above show, Malaysian sympathisers have been making sure throughout the week that Najib’s British hosts are constantly reminded of the real nature of their guest with ‘flash demos’ outside his various key engagements.

Today they were outside Downing Street, where Najib was due to have lunch with the UK PM, giving the crowds of tourists and passers by a thought-provoking insight into the real Malaysia away from the holiday advertisements.

UK police not so cooperative for BN

These hard-core demonstrators say they are not going away easily and infuriatingly for BN, the UK police have refused to do anything to budge them (see our photographs of a nice little chat they had with them outside Downing Street).

In fact the local Westminster Police have readily acknowledged to the demonstrators that they are being constantly pestered by the Malaysian High Commission, who have been asking for information about where protests are due to be held and for details about the organisers. The Malaysians have also tried to demand that the British police ban the protests form taking place!

However, the UK is a free country and the police have politely told the Najib’s people that they are not prepared to harrass citizens or remove their freedom of expression in order to spare the blushes of a visiting ‘dignatory’, who has just spent the past weekend harming and injuring people in his own country.

The demonstrations have passed peacefully in London and a result and there will be more during the remainder of Najib’s visit.

The family of the late Baharudin Ahmad 56, one of the protesters at Bersih's massive rally on Saturday whose funeral was attended by Pakatan Rakyat top leaders on Sunday has disputed claims by police that he had died of heart problems.

There were reports said the deceased had suffered difficulty in breathing after the police charged tear gas towards him to disperse crowd of people near KLCC. He then collapsed, but was denied immediate care due to ambulance being prevented from arrival. A nephew of Baharudin, Azhar Kassim when contacted told us that “Four of his chest bones were broken and 3 teeth were also broken, he has no asthma, heart problem nor diabetic, he only had high blood pressure. He was healthy,” he added.

PKR Sabah questioned the need for the Government’s to be so over-zealous and excessive in showing of power by sheer determination to crush the Rakyat freedom to exercise of their Constitutionally-guaranteed fundamental rights. According to media and eyewitness accounts, the police used arbitrary, improper and disproportionate physical force, including assaulting some participants physically, wantonly arresting hundreds of individuals and recklessly using tear gas and water cannons on unarmed participants who were gathered in a peaceful and disciplined manner. In Sabah , there were intimidation of dry-run exercise of riot control, in addition there were excessive roadblocks entering the city of Kota Kinabalu & Penampang on 9 July 2011 followed by surveillance of helicopters covering the skyline of the city. This was also compounded by the arrest of 7 Pakatan Youths a week earlier on 2 July 2011 for having breakfast in Kota Kinabalu. We seek for wisdom and restrain from the Police for the sake of our nation.

We call on the Home Ministry to adhere to the United Nations (“UN”) Code of Conduct for Law Enforcement Officials, adopted in 1979 by the UN General Assembly, of which Malaysia is a member. Article 3 provides that “[l]aw enforcement officials may use force only when strictly necessary and to the extent required for the performance of their duty”. Furthermore, in 1990 Malaysia adopted the UN Basic Principles on the Use of Force and Firearms by Law Enforcement Officials, which mandate that law enforcement officials “shall, as far as possible, apply non-violent means before resorting to the use of force”, and may use force “only if other means remain ineffective”. Even when the use of lawful force is unavoidable, law enforcement officials must “exercise restraint in such use and act in proportion to the seriousness to the offence.

This morning at 10.40 am, 7 Pakatan Rakyat youth having breakfast at a Kedai Kopi in Asia City, 60 to 70 police came and arrested them. Out of 7, 3 wore yellow sport t shirt, 1 wore bersih tee shirt, remaining 3 wore normal shirt (baju biasa).

It was not a ceramah, procession and just a friendly meal among friends. It is a blatant abuse of power, total violation of human right and an act of intimidation by the authority to say the least.

I was called to Karamunsing police station where they were taken too. Police are taking their statement now . My self bailed out one of our National AMK Exco while Kepayan AMK bailed the rest of the PAKATAN Youths.

This is totally in total contradiction with the RULE OF LAW.

KOTA KINABALU:PKR Supreme Council Member – Dr Roland Chia Ming Shen urged that the Fire and Rescue Services Department apart from installing fire hydrants at villages BUT also to conduct regular maintenance of the existing fire hydrants . He was responding to frequent fire outbreaks in villagers in Sabah – so far twice in Penampang and the 5th time in Kg Titingan in Tawau this year whilst visiting Kg Koidupan , Penampang fire victims recently. The fire destroyed four houses on May 26, leaving five families homeless in Kg. Koidupan, Penampang whilst in Tawau about 100 residents of Block 5, Kampung Titingan, were left homeless when a fire razed their squatter houses late Saturday night. Many concern citizens in Tawau also wondered why there was frequent fire outbreaks in Kg Titingan , Tawau- with the average of one fire outbreak a month. There seemed to be a deliberate attempt to destroy the entire Kg Titingan, Tawau neighbourhood.

The recent outbreaks in Penampang & Tawau has also caused many villagers to suffer total loss of properties and cash. This is due to the houses in close proximity of one another, thus allowing fire to spread quickly to adjacent houses. The other being the existing fire hydrants malfunctioned and did not have water supply thus forcing fire rescuers to source dirty water from the existing drains. It just proves that Malaysia boasts of First Class Infrastructures BUT third class maintenance. There is no point of building more fire hydrants if the authorities concern do not conduct regular check on them. Dr Roland Chia was on the site of one of the malfunctioned fire hydrant in Kg Koidupan, Penampang.

Many villagers when interviewed also express concern that the relevant authorities did not bother to conduct fire drills and fire prevention courses in the villagers. If we had knew the basic fire drills and fire prevention exercise, we may have minimize the extent of damage to our properties- lamented one of the villagers who wished to be remained anonymous.

Dr Roland Chia urged the Federal Ministry of Housing & Local Government where the Fire & Rescue Department comes under – and one of the Deputy Minister is a Sabahan – to seriously go to the ground especially the villagers to check on malfunctioned hydrants. There is no point in giving aids to fire victims, because the aids do not commensurate with the loss of properties on the victims on top of the mental anguish and hardships they had to go through.

PKR Supreme Council Member, Dr Roland Chia criticized that the fact that the federal government resorted to cut subsidies in order to reduce deficit is a failure of the so called Government Transformation Programme and Economic Transformation Plan.

The government is incapable of generating additional revenue to ease the burden of spending as well as its inability to cut leakages caused by corruption and poor project implementation. This is reflected in the RM28 billion lost annually to corruption, estimated to have cost the nation up to US$100 billion (RM303.06 billion) since the 1980s.

The People of Sabah should be exempted from these subsidies cut because Sabah being the second poorest state in Malaysia is one of the top three oil & gas producers state for Malaysia. It is liken to killing the goose that lay the golden eggs.

The removal of the super subsidy for diesel next month will have a major impact on consumer prices as associations affected by the cut has prepared to pass on additional fuel costs to end users. Such a move will definitely burden the ordinary people and not the rich. It is inevitable that transportation sector will pass the bulk of the increase to the consumers and the manufacturers. This is to safeguard their profit margins of the transportation sector.

The Domestic Trade, Co-operatives and Consumerism Ministry announced that diesel subsidies for nine categories of commercial vehicles will be abolished effective June 1.The nine categories comprise prime movers, general cargo movers, Luton box vans, vans, rigid lorries for bottled beverages, rigid tanker lorries for flour transport, rigid lorries for refrigerated goods, water tankers and limousine taxis.

To add salt into injury, the BN administration refusal to first cut billion-ringgit subsidies for independent power producers (IPPs) rather than burden the people with subsidy cuts on essential items. The government would only spur inflation by removing the diesel super subsidy before cutting gas subsidies worth RM19 billion for IPPs and commercial power sectors.

Dr Roland Chia said the government must take action against ‘fat crony companies’ like IPPs if it wished to reduce subsidy burden, as last year’s five-in-one subsidy cut would only save RM750 million while a 20 per cent cut in subsidies to IPPs would save RM3.6 billion.

He pointed out that in 2008, based on Petronas’ annual reports, gas subsidies granted to IPPs amounted to RM8.1 billion, while Tenaga Nasional Bhd (TNB) took RM5.7 billion. The first cuts should be the fat salaries of the top management of TNB & Petronas which amounted to up to RM1 Million per annum per director.

“This selfish move will definitely push the middle income and lower middle group to the poverty level,” Dr Roland Chia lamented.

KOTA KINABALU: Sabah, which houses the nation’s poorest people, should be exempted from the government’s ongoing move to cut subsidies for essential items.

PKR supreme council member Roland Chia said Sabah is one of the three major oil producing states in the country besides Sarawak and Terengganu and had contributed significantly to nation-building all these years but had remained poor.

He said the removal of the super subsidy for diesel next month will have a major impact on Sabahans who are already paying higher prices for goods than their counterparts in the peninsula.

He said traders affected by the move are already preparing to pass on additional fuel costs to consumers.

“Such a move will definitely burden the ordinary people. It is inevitable that the transportation sector will pass the bulk of the increase to the consumers and manufacturers to safeguard their profit margins,” said Chia.

He was responding to the recent announcement by the Domestic Trade, Co-operatives and Consumerism Ministry that diesel subsidies for nine categories of commercial vehicles would be abolished effective June 1.

The nine categories comprise prime movers, general cargo movers, Luton box vans, vans, rigid lorries for bottled beverages, rigid tankers for flour transport, rigid lorries for refrigerated goods, water tankers and limousine taxis.

Chia also regretted that the government has refused to first cut billions of ringgit in subsidies for independent power producers (IPPs).

“The government would only spur inflation by removing the diesel super subsidy before cutting gas subsidies worth RM19 billion for IPPs and commercial power sectors.

“This selfish move will definitely push the middle income to lower middle income group and the lower group towards the poverty level,” he said.

Cut subidies to IPP

Arguing that the government should take the subsidy knife to “fat crony companies” like IPPs, he said last year’s five-in-one subsidy cut would only save RM750 million while a 20% cut in subsidies to IPPs would save RM3.6 billion.

In 2008, based on Petronas’ annual report, gas subsidies granted to IPPs amounted to RM8.1 billion, while Tenaga Nasional Bhd (TNB) took RM5.7 billion.

Chia said the first cuts should be on the salaries of the top management of TNB and Petronas which amounted to up to RM1 million per annum per director.

He said subsidy cuts in order to reduce deficit is a clear indication of the failure of the so called Government Transformation Programme (GTP) and Economic Transformation Plan (ETP).

He said it also showed that the government is incapable of generating additional revenue to ease the burden of spending as well as its inability to cut leakages of public funds caused by corruption and poor project implementation.

“This is reflected in the RM28 billion lost annually to corruption, estimated to have cost the nation up to US$100 billion (RM303.06 billion) since the 1980s,” said Chia.

When there are no checks and balances the government can increase prices at a whim, says PKR.

KOTA KINABALU: As far as the government is concerned it is a sweet monopoly. The market forces do not dictate the price of sugar, the government does.

On Tuesday the price of sugar in the country has gone up by 20 sen, from RM2.10 to RM2.30 per kilogram .

This is the fourth time sugar prices had increased since Jan 1 last year when it was priced at RM1.65 per kilo.

Prior to that, sugar prices were maintained at RM1.45 for a long period. This marks a 58.6 percent increase in less than one-and-a-half years.

PKR supreme council member Dr Roland Chia feels that the only way to stop periodic price increase in sugar is to take way the monopoly from the government.

“There should be a free competition with the imports of sugar. Let the market eventually stabilize the price of sugar, not the government price control mechanisms, as it just does not work in the long run,” said Chia.

Chia also questioned the sincerity of the government when the sugar monopoly was under Perlis Plantations Berhad, a wholly-owned subsidiary of the Kuok Group, and how the government kept a tight reign over price increases.

Profiteering

Ever since it was bought over by Felda Global – a wholly-owned subsidiary of federal government – there has been periodical price hikes.

“It was better when the sugar supply monopoly was held by the Kuok Group through the Perlis Plantations Bhd. There was no increase of sugar prices for 10 -15 years. But, the moment it came under the control of Felda Global, the price of sugar has gone up by RM0.85 cents per kilo in a short period of time,” he said.

The monopoly situation has given rise to questions of profiteering,incompetency as well as the rationale behind allowing Felda Global to enjoy monopoly over the import and export of sugar.

Malaysians relatively high sugar intake is blamed for the increased incidence of diabetes, obesity and other related health issues in the country.

The sugar price increase is expected to affect players in the food and beverage industries .Some popular coffee shop here have raised the price of tea, coffee, Milo and others by at least 10 sen.

Last week, the government raised the price of the higher grade RON97 petrol in tandem with global prices which sparked concerns of escalating prices of goods even as the ringgit strengthens against the US dollar.

This week’s increase of sugar price will affect the lower income group here as they are already paying higher prices for goods due to import costs that are tied to the national transport policy that limits shipping to and from Sabah.

Chia reminded policy planners that the state is already one of the poorest in Malaysia and perodic price increases would keep taking away any gains made in poverty eradication.

According to Dr Roland Chia Ming Shen – PKR Supreme Council member upon arriving back from Kuching congratulated PKR Sarawak as PKR continued to gain in roads in Sarawak with a 300% fold in seats. PKR can also take pride that its party is represented by a multiracial setup – with one seat each went to an Orang Ulu, another Iban while the third was held by a Chinese.

Almost half of the 55 seats that Barisan won saw the margin of win going down and these were mostly in the Iban and Orang Ulu areas. That itself is another wake-up call for the coalition, that it cannot take indigenous votes for granted. “The Ibans especially are angry over the NCR or native customary rights land issue. Over the years, they feel that they have been marginalised,”

Barisan’s share of the popular vote also dipped to 55% from 63% in 2006, which meant that Pakatan Rakyat has more than 45% of the popular vote in Sarawak.

The margins by which some of its candidates in the Chinese seats lost to DAP & PKR were frightening. That was the extent of the Chinese frustration in Sarawak’s urban centres.

In Padungan, an urban seat in Kuching, DAP’s majority shot from 1,417 to 7,884. While Batu Lintang contested by PKR has a majority of 8381 – the second highest after DAP state chairman Wong Ho Leng retained his seat with a 8,827-vote majority.

“It was a protest vote against the leadership of Taib. They felt that they had been pushed to the limit,”

The Barisan cannot be complacent despite its comfortable two-thirds majority. If the Sibu by-election was a signal of what would happen on April 16, then Saturday’s outcome is a warning of what might happen in the general election.

He said the Urbanites especially the Chinese want to see change and reform in the government and that includes the exit of old faces in SUPP and of course the eventual retirement of Taib.

The changes will have to take place before the next general election.

Kuching and Sibu are already in DAP hands. Other parliamentary seats in danger are Sarikei, Miri, Lanang and Stampin.

The shakiest is Sarikei which Barisan won by only 51 votes in the 2008 general election.

The federal leadership cannot be blamed if it seems over-eager about pushing for a leadership transition in Sarawak. Its fixed deposit does not seem as secure as it used to be.

The results in sarawak will definitely see a greater gains by Pakatan rakyat in Sabah.

Villagers in remote part of Lawas spends RM700 to visit nearest hospital in Lawas

These were the complains by the villagers who were at the TAMU BESAR LAWAS, to sell their produce. Many of them travelled from Bekalalan, Long Semadi which is at least 4hours of off road ride of very bad timber roads.

On a normal travelling stint to trade in the TAMU BESAR, many would spend up to RM100 one-way from the remote village to Lawas town to trade and sell their produce. Many complained that a lot of their harvest would never reach the town because of high transportation costs.

Many of the villagers complained that even upon visiting the Lawas Hospital, many have to spend extra hundred ringgit to travel to Kota Kinabalu, Sabah – Queen Elizabeth Hospital for complicated cases. Critical & surgical cases have to be referred to QEH because of shorter distance instead travelling to Limbang via Brunei or 2000km to Kuching. Conditions like these does not augur well with PM’s slogan Rakyat Didahulukan Pencapaian Diutamakan.

Many villagers felt that there were impoverished because of additional financial burden due to very poor road infrastructure and basic amenities. This is what we deserve after 47 years of independence while our BN representatives lives in palaces and in luxurious lifestyle.

Lawas and Limbang Division being separated by two regions of Brunei has a population of approximately 49,000 consisting of Chinese, Orang Ulu Malay, Kedayan, Murut Tagal & Iban.

Restriction on Bible Circulation & Stamping of Bible

PKR Supreme Central Council Member- Dr Roland Chia Ming Shen voiced the concern of a systematic restriction on the practice of Christianity in this country. This systematic restriction will be even made worst if the Rakyat continues to support the present ruling Barisan Nasional Government. Now in Sabah & Sarawak , there are relatively freedom of practice, but if the present BN regime continue to rule, freedom of practice will be restricted systematically.

He lamented this in response to the recent stamping & delay release of the Bibles in Port Klang & Kuching. More than 35,000 copies of the Malay-language Al-Kitab were detained in Port Klang and Kuching as the books were deemed a threat to national security.

We are against the restrictions placed on the Bible as well as the language of choice in “the practice of our religion.”This is definitely contravened with Malaysia’s guarantee of freedom of religion in Article 11(1) of the Federal Constitution, and Article 18 of the Universal Declaration of Human Rights.

It is only after much public pressure, the government agreed to release the bibles but not before stamping the Home Ministry’s official seal on them, along with a “For Christians Only” label.

This led the bibles’ importers to refuse the copies, with numerous Christian groups around the country accusing the government of desecrating the holy books.

Dr Roland Chia said that the government needed to respect the Christian community’s right to use the Al-Kitab.

“We call on the government to remove every impediment, whether legal or administrative, to the importation, publication, distribution and use of the Al-Kitab,” he said.

He added that this included revoking orders made under the Internal Security Act (ISA) 1960 that considered the Malay-language bible a security threat.

The Printing Presses and Publications Act (PPPA) 1984 should not be applied to the affected bibles either.

Nearly half of Sarawak’s population is Christian, with many believers there more familiar with the Malay language. In Sabah more than 30% populations are Christians whom majority of them too are familiar with the Malay Language.

The residents in the residential areas surrounding Towering Commercial Centre have to live in constant fear. This has been proven once again – when two vehicles collided on Sunday which resulted in both cars plunged into the big monsoon drain adjacent to the petrol kiosk. To make matters worse, the accident victim was pronounced dead upon arrival in the hospital.

Dr. Roland Chia Ming Shen – was at the accident site with residents nearby and also PKR Penampang Divisional leaders namely secretary Francis Mojikon, committee members – Joseph Chang, Kelly Tham Sim & Lawrence Goh. Their presence was due to many panic calls made to their PKR service centre.

According to one Mr. Liew, a local resident there, this round about is a fatal site for many accidents. According to him, there is an average of two accidents per month resulted in fatalities and casualties. Motor vehicles always sped through the roundabout without taking into consideration of vehicles exiting from the Towering Commercial Centre or from the petrol kiosk opposite. The authorities concern should lay – slow bumps along the main Jalan Penampang road so as to deter vehicles from speeding. In addition , the deep drains should be covered up with concrete slabs, preventing vehicles from plunging down the drain.

Meanwhile on behalf of PKR Sabah, Dr. Roland Chia wish to extend their condolence s to the relatives of the car accident victims.

KOTA KINABALU, Feb 16 PKR Supreme Council Member – Dr Roland Chia Ming Shen urged that the Transport Ministry & the necessary agencies to work towards a amicable solution IMMEDIATELY with Air Asia for the sake of the Rakyat of Sabah. He was urging this in reference to Air Asia Bhd reluctance to move and to relocate from KKIA Terminal 2 to Terminal 1 .

We cannot deny that the fact that AIR ASIA’s presence has brought tremendous socio- economic spin-offs to the Rakyat of Sabah.

First and foremost, Sabahans back in the 1990s, with a return air fare by MAS to KK was RM 700 + and yet MAS still losses money. But with the presence of AIRASIA , Sabahans at times get to enjoy zero fares or even up to 50% of the fare as compared to MAS. This has definitely result in tremendous uplift of financial burden to families who resided in Sabah. Without Air Asia, we cant fly as frequent as we are enjoying now.

Secondly , it is time for the interest of the Rakyat that we learned from successful entrepreneurs like AIRASIA and please do not kill off their business, just like killing the goose that laid the golden eggs. Airasia needs to find the best way to remain; well "LOW COST" business is there to make profit and stay afloat, unlike MAS, who always enjoy government bail outs. These bailouts costs millions and millions of tax payers money of the Rakyat of Malaysia.

Thirdly the RM1.6 Billion spent on the KKIA runway and other airport developments since 2008 Today in 2011, the runway is still not completed and taxiways ARE full of potholes. On rainy days, the taxiway is literally half immersed in water. Everyday the airport is closed from 1200am to 0600am for work.Mind you, KKIA is the 2nd busiest airport in Malaysia. After 3 years repair works still goes on on. Is this justified for the sake of National Intere$t!

Finally, the town of Tanjung Aru and its neighbourhood enjoys brisk economic activities as a result of the vicinity of Terminal 2 and the big numbers of Air Asia Passengers that come and to stop by the town enroute to the Airport by patronizing the town. The people of Tanjung Aru are the largest casualties as a result of this relocation. Why are the elected representatives of the state and parliament constituencies are keeping quiet. These were some of the laments and complains whilst making his Chinese New Year round in Tanjung Aru with Putatan PKR Divisional Leaders. Dr. Roland Chia laments.

Among the grouses in the Donggongon Tamu is the delay in rebuilding the burnt down market way back in May 2010. There seemed to be no signs of construction of the market much to the dismay of the local market traders. Many of them have yet to start their business, and the loss of income has caused great financial strain to their family livelihood. For some it has caused mush psychological anxiety also.

Among the grouses in the Lido market was the impact of the reduction of fuel subsidy , that has reduce their profit margin of their sales, one was lamenting that, since the profit margin was small for market traders, the increase in fuel does not augur well with their meager income . Customers also tend to buy less volume than before in view of the tight budget on their part.

PKR Central Supreme Council member cum PKR Sabah Treasurer – Dr Roland Chia Ming Shen condemn the government decisions to increase the prices of RON95 grade of petrol, diesel, liquified petroleum gas as part of its mechanism in the NEM- New economy Model.

The fuel price increases will cause inflation in the transportation sector and that will escalate prices in all sectors of the economy. Food supply will cost more. The increase of prices of daily groceries will certainly add burden to the ordinary citizens especially the wage earners with families to feed, the old aged and also the pensioners. Even our neighbor oil producing country Brunei has lower petrol selling prices compared to us by 40%, why can’t we have the similar pricing in terms of pump fuel in the kiosk.

The sudden announcement by the government and flash lightning implementation in less than 7 hours is a cheap and cunning trick by the Government. If they were genuine, these hikes would have been planned and implemented in stages with prior full public notice. This is ambush tactics. Afraid of public reaction.

On another issue, Dr Roland Chia is puzzled because the reason the government claimed that the subsidy withdrawal is to save the government money yet they still insisted to build the 100 storey tower. 1MalaysiaBoleh! Just like the Twin Towers, this 1-Malayia Tower once built - our GLCs will be forced to rent all the floors and suck up the costs of maintaining the project.

So in conclusion, where does it benefit the ordinary Rakyat? What are needed to be removed are not the subsidies BUT Corruption which is costing the country at least RM4.0 Billion annually instead of the expected savings of RM1.9 Billion from subsidy cuts. This certainly does not augur well with the concept - Rakyat Didahulukan Pencapaian Diutamakan.

Sabah is poised to be one of the richest state in Malaysia instead of being relegated to be the poorest in Malaysia, this is only possible when Pakatan Rakyat is mandated by the people to takes over and becomes the state government. This was revealed by the recently elected PKR Central Supreme Council member cum PKR Sabah Treasurer – Dr Roland Chia Ming Shen.
This is made possible because in the Pakatan Rakyat's Common Policies Framework and People's Consensus under the section of Federal-State Relationship and Foreign Policy - Sabah and Sarawak reads “…………….Pakatan Rakyat will: 1 Guarantee Sabah and Sarawak’s wealth are enjoyed fully by their people by the provision of 20% royalty from their petroleum income………………….”

When Pakatan Rakyat becomes the government of the day, there will be a four-fold increase from the petroleum royalty from RM742.98 Million to more than RM3 Billion a year. Thus the total revenue will be more than RM6 Billion.

It was reported that in the recently concluded Sabah state budget that the Sabah Government's main revenue sources in 2009 were sales tax (RM957.97 million), forest products (RM345.03 million), petroleum royalty (RM742.98 million) as well as land and water revenue (RM140.7 million and RM117.74 million, respectively) with a total revenue of RM3.05 Billion.

Thus with the surplus funds of more than RM3 Billion instead of RM19 Million, Sabah will be the richest state among in Malaysia and will be able to carry out programmes that effectively eradicates poverty and economic policies that is “people welfare centric”.

Thus Pakatan Rakyat sabah will be able to emulate the other Pakatan States like Selangor and Penang which have been credited for good fiscal management by the Auditor General Tan Sri Ambrin Buang. Sabah's liquidity level will be further enhanced with a current ratio of 6:1 instead of 2.6:1 as reported in the recently concluded state assembly.

With this regards, Sabahans will be in the position to receive free water, equal distribution of welfare fund for the poor, elderly and the sickly. And also a special educational unit trust schemes for students as practiced by the Selangor Pakatan Rakyat Government . All these are only possible , when Pakatan rakyat is the Sabah State Government of the day. Therefore , the rakyat has to be bold to make the step of change.

With regards to the recent concluded PKR Party National Elections where Dr Roland Chia Ming Shen came in as the top tenth (10th) position out of a field of 132 candidates, Dr Roland Chia attributed his victory as the victory of PKR Sabah. PKR Sabah members from nearly all 25 divisions were united in voting him into the central leadership. I am humbled by the confidence that my comrades have in me. I also thank the other PKR Sates in West Malaysia and Sarawak State Leadership for their unwavering support in my candidacy. I will continue to seek the advice of the PKR Sabah leadership in executing my duty as the central supreme council member. In the recent concluded national election, the other Sabahan who was elected was party veteran – Christina Liew who was placed in the 20th position. There are 20 positions in the Central Supreme Council.

Najib's budget no help to Sabah, says PKR

KOTA KINABALU: The trickle-down effect of the budget will again bypass the man in the street in Sabah, according to an analysis by Roland Chia Ming Shen, the treasurer for Sabah PKR.

“It does not benefit the common people of Sabah at all, especially the lower income group,” he said of the 2011 budget announced by Prime Minister Najib Tun Razak on Friday.
Echoing the criticism of other opposition figures, he said the budget emphasised mega projects at the expense of poverty-eradication measures.

Chia said he found it difficult to see how the proposed upgrading of roads, schools and hospitals could help Sabahans enjoy the projected increase of per capita income from RM28,000 to RM49,440.

“How many Sabahan companies are directly engaged to carry out this work?”
He also expressed doubt that the construction of a 300-megawatt Combined Cycle Gas Power Plant in Kimanis would benefit the poor of Sabah, noting that even now there were no LPG kiosks in the state despite its being one of the country’s biggest gas producers.
LPG kiosks have been available in Peninsular Malaysia for more than 20 years.

"Even in Australia, the federal government gives a subsidy to car owners to install NGV (natural-gas vehicle) gas tanks,” he said. “This shows the priority of the government in alleviating the financial burden of the people.”

Sectors ignored

He also noted the budget’s lack of attention to the plight of rubber tappers despite the proposed development of 2,680 acres of land in Sungai Buloh for the Malaysian Rubber Board.
He said: “Fishermen get a monthly subsidy of RM200, oil palm smallholders get subsidies. Padi farmers have been included in the subsidy list. What about the rubber tappers?

“There is no concerted effort to alleviate the plight of this segment of the population in Sabah.”

Chia also commented on the budget proposal for incentives to encourage energy efficiency, noting the lack of direct allocations and subsidies to Small and Medium Enterprises (SMEs) as well as house owners wishing to use solar panels.

“This would definitely help in promoting renewable energy sources and at the same time reduce dependence on fossil fuels in generating energy,” he said.
“In Australia, once again, the government is actively giving out grants and subsidies for such purposes. Why can’t the Malaysian government follow this noble example of helping the common people?”

He also questioned the logic behind the 10 percent tax exemption on mobile phones, noting that most ordinary folk already had cell phones and did not have too much interest in high-end models or the so-called smart phones.

Chia said he was also disappointed that the budget did not address the mismatch between property prices and the income of most citizens.
“Prices of properties have tripled over the last five years, yet the income of most people remains relatively stagnant,” he said.

"The 50 percent reduction on stamp duty does not give leverage to house buyers at all. Developers are still increasing their prices.”
He summed up his opinion of Budget 2011 thus: “Within the Sabah context, there is nothing.”

Residents in Taman Jelitama Utama cry over foul smell in their residential area.

It has been a nightmare for residents staying in Taman Jelitama Utama, Off Jalan Bundusan, Penampang.Their plights and complains have fallen into deaf ears of the BN elected representatives and also the local authorities concern.

PKR Sabah Treasurer cum Penampang Acting Chief Dr Roland Chia Ming Shen and team comprising of service centre coordinators Joseph Chang & Patrick Chia were there to inspect the horrific scenes.

Everyday, when the residents wake up, instead of breathing fresh air from the surroundings; foul smell greeted them instead. Despite making all attempts to get the attention of the elected representatives, they came and go without solving this perennial problem that has plagued them for many years.

The perennial problem was, the entire sewerage system has collapsed. Sewerage from the sewerage manhole fail to drain out due to a stolen sewerage pump that supposed to facilitate drainage. To add salt to the existing problem, the authorities failed to replace the stolen pump which was stolen more than 5 years ago.

Instead, the authorities concern creatively created an outlet for the sewerage drain to drain together with the open drain. This is utterly foolishness and insane to even solve the sewerage problem in Taman Jelitama Utama. There is nowhere in the world in any rates /assessment paying residents that we see the open drain is combined with the sewerage drain. As a result, wild vegetation can be seen growing in the drains concern.

This does not augur well with Rakyat Didahulukan Pencapaian Diutamakan. So where has all the federal funds gone too ? to solve these local housing problems. The residents wants answers………………..

KOTA KINABALU: Sabah PKR has taken to task Home Minister Hishammuddin Hussein for dismissing a proposal to force ministers to publicly declare their assets.

Hishammuddin’s contention that it is enough for ministers to only inform the prime minister of their financial worth is outrageous, Sabah PKR treasurer Roland Chia Ming Shen said.

He said Hishammuddin's stand was defective because all elected representatives and those in executive powers owed their loyalty to the people and not the prime minister.

“It was the rakyat who voted them into power,” he said yesterday.
He also noted that the Malaysian Anti-Corruption Commission (MACC), which mooted the proposal (to force ministers to declare their assets publicly), comes under the purview of Parliament.

“Thus the home minister must respect the doctrine of separation of powers of the three branches of government, namely Parliament, Judiciary and Executive and not try to sidestep what MACC has been appointed to do. Otherwise, MACC will lose its credibility in the eyes of the public,” he said.

Citing both Indonesia and the US, where their leaders declare their assets as part of their anti-graft drives, Chia said Malaysian ministers should have no qualms at declaring their assets to the public “if they have nothing to hide”.

He said those who choose or aspire to hold high position in public office have the obligation to be open to public scrutiny when they assume office.

“It's a choice they have to make. If they want to have privacy, then please don't hold high public office…

"What have they got to hide? MACC, please keep pushing the issue. It is fundamental to transparency and accountability.

“Today it will cost nothing if the declarations are published in the PM's Department website or any other government website,” he said.

Last week, MACC commissioner Abu Kassim Mohamed said that he intended to push members of Prime Minister Najib Tun Razak's administration to declare their assets publicly, stressing such a move was “very, very important”.

Chia noted that currently, ministers disclose their assets to the prime minister annually but such declarations are kept secret.

Former prime minister Abdullah Ahmad Badawi imposed the condition following the heavy losses the Barisan Nasional (BN) suffered in 2008 general election in a bid to appease a public that was increasingly sceptical of BN’s capacity to reform.

Ministers as well as deputy ministers are required to fill in asset declaration forms with the MACC predecessor, the Anti-Corruption Agency (ACA), with the intention of making the information available online for public scrutiny.

However, Abdullah backed down from this plan after facing stiff opposition from ministers on the grounds that it was an invasion of their privacy.

PKR Sabah Treasurer - Dr Roland Chia Ming Shen is in disbelief with the reluctance of the Home Minister — Datuk Seri Hishammuddin Hussein reluctance for Cabinet members to publicly declare their assets as part of rebuffing a proposal from the nation’s anti-graft chief. Instead, the home minister said it was sufficient for ministers to inform the prime minister of their financial worth.

All elected representatives and those in executive powers owed their allegiance and loyalty to the Rakyat and not just the Prime Minister. It was the rakyat that voted them into power.

On the other hand the MACC comes under the purview of the Parliament as the MACC Act was passed in the parliament, thus the Home Minister must respect the Doctrine Separation of Powers namely Parliament, Judiciary and Executive and not trying to sidestep what MACC is appointed to do. Otherwise MACC will lose its credibility in the eyes of the public.

Indeed, all people in public service's asset declaration should be published as publishing hardly costs anyhting especially if you make them use "ON-LINE" declarations like so many things are being done now. The Government could even charge say RM5 for a search. If people choose or aspire to hold the highest public office, then they must be open to public scrutiny when they assume office. It's a choice they have to make. If they want to have privacy, then please don't hold high public office. It's ridiculous for the cabinet and judiciary plus they immediate family to shun this practice. What have they got to hide?? MACC, please keep pushing the issue. It is fundamental to transparency and accountability.

PKR Sabah Treasurer cum Penampang Acting Chief – Dr Roland Chia led a group of PKR Penampang leaders and members to visit various site that have been affected by the heavy rain lately. The entourage included Mickey Jingki, Patrick Chia, Danny Chung, Henry Liew & Ng Fook Loi.

The first site was in Kampung Matambai, Kepayan along Jalan Lintas whereby persistent rain has caused landslide between the highway and the kampung. To make matters worse, the supposedly upgrading drainage works has also collapse and has affected the compound of the village much to the dismay of the villagers.

When it rains heavily, the drain will be filled up instantly instead of draining to the main monsoon drain as there was NO GRADIENT created to flow to the larger drains.

To add woes to the problem, the drains were never maintained and is also filled with wild vegetation and also wild animals/ pests can be observed too. During the visits, a few iguanas were sighted crawling along the pathetic drains.

PKR Penampang is concern with the contractor’s work that has been awarded by the Ministry of Rural & Regional Development. This shows the sloppiness of the project.

The second site was Hing Park,Kobusak. Stench smell coming from the drain, of the poorly constructed drains that has no gradients also. During the visit, residents complained that the drains were never cleared. Indication was – when a stuck was inserted into the drain, a mud of more than 1-foot was present. Every time , it rains, the drains will always be filled instantly. To make matters worse, rubbish can be easily seen floating along the drains.

PKR Penampang is worried that the inadequate funds available to the council and the estimated increase in debt up to RM2.5 Million, will hamper the services to the residents and villagers in Penampang.
